Before Kakashi holds his responsibility as being a jonin who oversees new squads, and is subsequently tasked with looking after Squad Seven, he's a part of the ANBU Black Ops. And while he's certainly qualified for the work that he does, the issue is that it sucks the life out of him. This is something that certainly doesn't go unnoticed by his friends, and Kurenai- alongside Asuma and Might Guy- plead with the Third Hokage to instead reassign him as a jonin.
